Federal Government Gambling
(a) While on Government -owned or leased property or on duty for the Government, an employee shall not conduct or participate in any gambling activity, including operating a gambling device, conducting a lottery or pool, participating in a game for money or property, or selling or purchasing a numbers slip or ticket. The Federal Council and Parliament recommend accepting the Gambling Act, which updates Swiss gambling laws for the digital age and improves protection against gambling addiction. It implements the will of the Swiss voters, namely that only approved and certified games should be available in Switzerland and that gambling revenue should be used. We do know that interstate commerce is under the domain of the individual states, and the federal government has power over interstate and foreign commerce, so if interstate or foreign means are used in gambling, this would put the activity under the purview of the federal government.

While gambling is legal under U.S. Federal law, there are significant restrictions pertaining to interstate and online gambling, as each state is free to regulate or prohibit the practice within its borders. Similarly, the US government has a monopoly on gambling. If you want to gamble in the US, you can participate in a state-run lottery or play in a government-licensed casino.
